hydrogen/Bump cli-hydrogen to 13.1.0 - #8997

TL;DR: Shopify CLI picks up @shopify/cli-hydrogen 13.1.0, so Hydrogen commands ship typed JSON output (--json, --json-schema, --no-input) alongside the rest of the CLI in 5.0.

What changed

• Bump @shopify/cli-hydrogen from 13.0.6 to 13.1.0
• Refresh the generated oclif manifest, README, and docs data. Hydrogen commands now list -j/--json, --no-input, --no-color and --verbose, and their help includes the result schema. That's where most of the diff comes from.
• Add a minor changeset for @shopify/cli, since this adds --json to existing commands for the first time (JSON output contract)

The lockfile gets smaller: 13.1.0 moves to @oclif/core 4.8.3, the version the rest of the CLI already uses, and no longer depends on @shopify/plugin-cloudflare, so the old @oclif/core 3.26.5 tree goes away. @shopify/cli-kit still links to the workspace package through the existing @shopify/cli-hydrogen>@shopify/cli-kit override, so 13.1.0's exact 4.9.0 pin doesn't add a second copy.

No stable branch PR. This is meant to go out with 5.0.

Release notes

• Typed JSON output for every finite Hydrogen command: build, check routes, codegen, customer-account-push, deploy, env list/pull/push, generate route(s), init, link, list, login, logout, setup (including css, markets, vite), shortcut, unlink, and upgrade. Long-running commands (dev, preview, debug cpu) only get --json-schema.
• --no-input disables prompts and browser authentication, separately from --json.
• Some failures that used to exit 0 now exit 1: a missing linked storefront in deploy and env list/pull, partial init failures, and shortcut when no shell can be configured.
• hydrogen dev tooling routes (GraphiQL, Subrequest Profiler) only respond to requests from the machine running the dev server.
